01You may have the experience and the equipment, but still need to organise the evidence a particular buyer asks for.
02Public tenders are published on official portals, but working out which are realistic for you, and what each one requires, takes time.
03A good submission is more than a price. Documents, returnable schedules, checks and deadlines all need coordinating.
Procura handles the paperwork side of all three, so you can stay on site. Is this for me?

Head of Sales & Marketing
Isaiah left school and home at 15 and went straight into domestic concreting: 10 to 14 hour days, which is a lot of 5am starts before most people finish Year 12. Three years in, he landed a commercial crew, learnt the tricks of the trade and worked out where the money actually is. He also saw how much paperwork stood between good domestic operators and that money.
So he started Procura to get them over it. He runs the works side: building your pack, lining up the jobs and making sure nothing gets missed. He's never looked back, except to check a slab edge.
Tom is based on the Gold Coast and is usually the first person you'll talk to. He'll find out what work you want, what's holding you back and whether we're a good fit, and he'll tell you straight if we're not.
He handles the conversations so Isaiah can handle the paperwork. It works for everyone, especially Isaiah.
Services
One fixed fee covers the program, agreed in writing before you start.
01Documents
A sharp, professional profile of who you are, what you've built and what you can take on.
Written safety policies, procedures and Safe Work Method Statements, based on how you actually work.
We check what you hold against what the work typically asks for, and can refer you to a broker if there's a gap. We don't give insurance advice.
Your best jobs written up with photos, sizes and values, plus referee details provided with their consent.
Everything you own or reliably hire, laid out the way evaluators want to see it.
Indicative turnaround: about 10 business days once we have everything we need*
02Submissions
*Indicative only. Timelines depend on the agreed scope, how quickly we receive complete information and each buyer's deadlines.

Each new tender becomes a tailoring job instead of a scramble.
Who we help

Domestic and small commercial crews who want to start pricing council, government and commercial work.

Excavation and civil operators with the gear and the crew, but not the government paperwork.
Tender rules differ by buyer and job. We can't guarantee eligibility, selection or contract awards.
How our fees work
The readiness review is free. If you go ahead, your program is one fixed fee, quoted in writing before you sign.
Once your fees are paid, the finished documents are yours to keep and reuse.
FAQ
One fixed fee for the program, quoted in writing after your review. Half is due when you start, and the other half when your first tender is submitted, not when you win. What's included, and anything that isn't, is listed in your agreement.
No, and be wary of anyone who says they can. We help with readiness, documents and submission coordination. Contract outcomes depend on each buyer's requirements, the competition and how bids are evaluated.
No. Procura Management is an independent private business. Government and council buyers advertise and run their procurement under their own rules, and they make their own decisions about which contractors to select.
It can be. If you're a solid, insured operator with finished jobs to show, much of what's missing is often documentation and how your track record is presented. If you're not ready yet, we'll tell you on the review.
The Tender Readiness Review: a call about your business, a high-level look at the documents you already hold, and a short summary of gaps and next steps. Paid work only starts if you choose to go ahead under a written agreement.
We work with contractors across Australia. Most of the opportunities we're seeing right now are in Victoria, so on your review we'll tell you honestly how much suitable work there is in your trade and region.
Procura Management does. We prepare the tender documents buyers typically ask for (capability statement, WHS management system, SWMS, project history and registers) and coordinate tender submissions for concrete, civil and earthworks contractors, who keep control of their own pricing. We work across Australia, with most current opportunities in Victoria, including Melbourne, Geelong and regional Victoria. It starts with a free Tender Readiness Review.
It varies by buyer and job, but councils and head contractors commonly ask for a capability statement, a WHS (safety) management system, SWMS for high-risk work, certificates of currency for public liability and workers compensation, relevant licences and tickets, project history with referees, and a plant and equipment register. Some also ask for quality (ITP) and environmental plans, financial information and returnable schedules such as conflict-of-interest declarations. Always check each tender's own requirements.
Yes. For concrete, civil and earthworks contractors we screen suitable opportunities, manage the requirements and deadlines, and prepare and coordinate each submission for your sign-off. You set the price and approve everything before it goes in.
No. You price your own work and keep your margin. We lay out the scope and quantities from the tender documents so your pricing is quicker, and we prepare everything else the submission needs.
A tender writer is usually engaged per submission. Procura builds your base documents from your real records, screens suitable opportunities for your trade and area, and prepares and coordinates each submission for your sign-off, under one fixed fee agreed in writing. You still set your own price.
We talk through your trade, capacity, current documents and the work you want, then tell you honestly whether we can help. No pressure and no obligation.
No document pack can guarantee eligibility or prequalification. Buyers may require particular licences, insurance, financial capacity, experience or registrations. We help you work out what's needed and prepare the evidence where it genuinely exists.
Not necessarily. We review what you already hold and only rebuild what needs work. If something is already fine, we'll tell you and leave it as it is.
Yes. Once your fees are paid, the finished documents are yours to keep and reuse. The details are set out in your agreement.
Yes. Many opportunities are published on public portals. Where we add value is screening which are worth your time, interpreting the requirements, and preparing and coordinating the submission and supporting documents.
You decide whether to bid, and you approve your price, margin and the final submission. Procura only does the tasks your written agreement authorises.
It depends on the records you have, the work required and each buyer's deadlines. We'll give you a realistic timeline in your proposal rather than promise an automatic first contract.
We collect what we need to respond to your enquiry and deliver the services you agree to. Our privacy policy explains how your information is stored, used and shared, and how to contact us. Please don't send sensitive files through the website form; we'll give you a secure way to share them.

30 minutes by phone or video, with a real person. Free, and no obligation.
Before spending money on paperwork, find out what you already have, what may be missing and whether the council, government or commercial work you want is a practical fit for your business.
The free review is a preliminary guide. It isn't a certification, a legal or safety audit, a prequalification decision, a guarantee of eligibility or a promise of a tender invitation.
If we can help, we'll quote your program in writing. If we can't, we'll tell you. No obligation either way.
