How the register is structured
The register is organised into Groups, each divided into Categories and Levels. Groups include Road and Bridge Construction; Maintenance and Specialist Works; Pavement and Geotechnical Engineering; Environment; Traffic Management Services (for consultants and contractors); Road and Bridge Design Services; Other Professional Services; and Transport and Planning Studies.
What's assessed
Applicants are assessed on their expertise, management systems, insurance and financial capacity, and must agree to the Conditions of Prequalification. The higher the level, the bigger the work you can bid for, and the more evidence you'll need.
Recent changes
DTP finalised a review of the register in December 2025 that changed some levels, eligibility requirements and forms, with transitional arrangements. Always use the current Level Listing and forms on the official page before applying.
How to apply
- Read the Conditions of the Roads Pre-qualification Register.
- Check the Level Listing for the Group, Category and Level you need.
- Use the application form for that Group, with supporting evidence.
- Send questions to the prequalification team listed on the official page.
Do you need it?
Many concrete and civil subcontractors work on state road projects as subcontractors to prequalified head contractors, and council road work is assessed tender by tender. Prequalification makes sense once you want to bid state road contracts directly. Either way, the evidence it asks for (management systems, insurance, financial capacity and project history) is the same evidence that wins council and builder work.
Procura is an independent private business, not part of DTP.
